Senior homes in Ontario: a provincial guide

SeniorHome.ca lists 2,324 senior homes and senior care providers across Ontario, from independent living apartments to long-term care. The median starting rate is $2,947 per month, with most communities falling between roughly $2,800 a month for independent living and about $3,964 a month for memory care. What a family pays depends mostly on two things: the level of care needed, and the city.

Types of senior homes in Ontario and what they're called locally

Ontario families use two very different words for two very different systems. A retirement home is privately paid housing with hospitality and care services, and the resident (or family) pays the monthly rate. A long-term care home — still called a nursing home in everyday conversation — is part of the public system, with government-set accommodation charges and a provincial placement process.

• Retirement residences — the broad Ontario term for private-pay senior homes with meals, housekeeping and on-site staff: 419 retirement residences in Ontario.
• Independent living — rental suites for seniors who are largely self-sufficient and want meals, activities and no house maintenance: 389 independent living communities.
• Assisted living — help with bathing, dressing, mobility and medications, usually billed as care packages on top of rent: 329 assisted living options.
• Memory care — secure units with specialized staffing for Alzheimer's disease and other dementias: 389 memory care communities.
• Nursing homes (long-term care) — 24-hour nursing for people who can no longer be supported at home: 1,083 nursing homes in Ontario.
• Support at home and short stays — 250 home care providers, 456 respite care options, 280 palliative care providers and 64 adult day programs.

Many Ontario campuses combine several of these under one roof, so a couple can move into independent living and add assisted living services later without changing address. Ask directly whether care levels can change in place, and what that costs.

What senior homes cost in Ontario

Starting rates below are medians of SeniorHome.ca estimated monthly rates in our Ontario listings. "Starting" means the lowest advertised suite with a basic service package — care add-ons, larger suites and double occupancy raise the figure.

• Independent living: $2,827 median starting rate (380 priced communities)
• Retirement residences: $2,967
• Nursing homes: $2,992
• Assisted living: $3,143
• Respite care: $3,458 (short-stay pricing, often billed daily)
• Palliative care: $3,601
• Memory care: $3,964 — the highest median, reflecting staffing ratios and secure design

Geography matters as much as care type. In the Greater Toronto Area, median starting rates run high: North York at $4,116, Toronto at $3,884 across 86 communities, and Mississauga at $3,799 across 70. Oakville ($3,716), Ottawa ($3,649 across 107 communities, the largest single market in the province) and Kitchener ($3,529) sit just below. Costs drop noticeably outside the big centres: London at $2,535, Sarnia at $2,472, Thunder Bay at $2,510, St. Catharines at $2,814, Hamilton at $2,916 and Greater Sudbury at $3,044. Public long-term care and home care

Long-term care placement and publicly funded home care in Ontario are arranged through Ontario Health atHome, the organization formerly known as Home and Community Care Support Services. You do not apply to a long-term care home directly and you cannot buy your way up a list: an assessment determines eligibility, and families then choose the homes they want to be waitlisted for.

What is subsidized differs sharply between the two systems:

• Long-term care: nursing and personal care are publicly funded. Residents pay an accommodation co-payment set by the province, and a rate reduction is available for low-income residents in basic accommodation.
• Publicly funded home care: arranged through Ontario Health atHome following an assessment, with privately purchased hours available on top when more support is needed.
• Retirement homes: private pay. Rent and care packages are set by the operator, not the province, though some residents qualify for provincial or federal income benefits that help cover them.

Because waits for long-term care are real, many Ontario families use a retirement home or extra home care hours as a bridge while a long-term care application is active.

Regulation and how to check a home

Retirement homes in Ontario are licensed and regulated by the Retirement Homes Regulatory Authority (RHRA), which keeps a public register of licensed homes. Before you sign anything, look the home up on the RHRA register and confirm it holds a current licence. Long-term care homes operate inside the public system, where the province sets accommodation charges and placement runs through Ontario Health atHome.

On a tour, check the things paperwork does not show:

• Visit near a mealtime and watch whether residents are engaged and staff are unhurried.
• Ask exactly what the base rate includes, how care levels are assessed and repriced, and how much notice you get before a fee increase.
• Ask about staffing overnight, who is on site after hours, and how medical emergencies are handled.
• Read the residency agreement, including notice periods, deposits and what happens if needs exceed what the home can provide.

Where to start

A practical order of operations for Ontario families:

• Name the need. Separate housekeeping and meals (independent living) from hands-on care (assisted living) and dementia support (memory care).
• Get assessed. Contact Ontario Health atHome for a home care or long-term care assessment, and start a free care assessment to narrow private options.
• Set a radius and a budget. Compare two or three cities — for example a GTA suburb against Hamilton or St. Catharines — before ruling anything out.
• Shortlist and tour. Visit three to five senior homes, ideally twice, once unannounced.
• Verify and decide. Confirm the RHRA licence for any retirement home, and keep a long-term care application open in parallel if nursing care is likely within a year.
